1/ I'm sure it comes from the nuclear plan. (centrale nucléaire)
2/ Maybe something has happened there.
3/ Perhaps there has been an accident.
4/ It's probably a storm.
5/ I am sure the people in town are wondering what's going on.
6/ Maybe it isn't too late to warm the residents.
7/ I think it is not dangerous.

It must be coming from the nuclear plan.
